Unique brake part?

Not sure of the application but was told this is for the emergency brake line. Any help on the use of this piece and how it is installed would be appreciated and is this a necessary part to use for judging?

Its not necessary for judging. It was used to hold brake cables together during assembly. It was to be removed by assembly line workers. Very unusual to see one left on car.
