Horn Electrical Issue

I have a horn issue with my 1968 GT350 that I just can not figure out.  Both horns work perfectly when mounted to the core support and I run a wire directly from the positive battery terminal to each horn.  When I hook both horns to the cable harness in the car the driver's horn makes a little noise but it is anemic and the passenger side makes no noise.  When I disconnect each horn individually the driver's side sounds normal but the passenger side makes no noise or sometimes just a little anemic noise.

Any ideas what might cause this issue?

Apparently there is resistance in the line somewhere. Sometimes it is the contact to the steering wheel ether the round ring on the bottom has build up that needs cleaned off or the ends of the spring contacts that ride on the ring need cleaned off. Sometimes it is a loose connection on the plug at the base of the column.Based on your description the steering wheel is the first place I would check.
