What are or what did they use to seal this hole. I think it is the antenna grommet on a mustang, but since the antenna is in the back what is used in that hole?

Not typically. They are seldom if ever seen on the long extension coaxial cable used for the PM300 antenna installation that is run differently than a regular Mustang typical antenna and coaxial cable.

I would guess just a small dab of Windshield Putty.  Pinch off a small piece, roll it into a a Ball and press it on.

Not typically blocked that I have seen. If you want to block you will have to improvise a fix.
