It doesn't appear that the seller has a car dealer license. If they did and the car was shipped out of state without its tires touching a public road they sales tax would not have to be paid. If I bought a car in your state and paid the 6% tax CA would still collect another 4% when it was registered here. Anyone with a sellers permit in CA should be able to delay the collection of the tax. BTW CA even wants you to get a permit and collect tax at swap meets, unless making only occasional sales (twice or less per year).
