Personal message blocked - why

What does in mean when sending a PM to a fellow member that the follow note appears:

User 'XXXXX' can not receive personal messages.

Has the forum administrator block the member or has the member blocked themselves from receiving PM from specific members?  I was helping a member and then got this note.  I am confused why.

It is possible the person you are try to send a message to has changed their inbox settings to receive messages form the admin only or people on their block list
