65 identification

I have this picture of a Lotus Elan but I'm also interested in the 65, or maybe 66 with R model window,  in the background.   The pic was taken at Blackhawk Farms Raceway in the mid '70s.    I believe the plate that says ST 350 is a Wisconsin plate. 

Could anyone i.d. the car with maybe an owner or Shelby VIN?

I don't believe that is a Wisconsin plate.

Hmm, I think you're right.   It might the 1976 Illinois Bicentennial plate

My thought on the plate as well, is that a California Special with lettering on the LR fender, behind the GT350 ?

Given the silo in the background this may have been taken at the Meadowdale Racetrack outside of Chicago.

Meadowdale closed in 69.     I'm certain this photo was taken in 1976.   Blackhawk also has a silo.
