They are and it is although thin to me from the photo.

It's ok. Lowes took the paint stripper back, no problem.  ;)

Look painted to me when comparing the finish to the face of the water pump in the lower right

Oops - mistook the heater hose for the bypass hose... my bad. Thanks all.
