There is a notch on the upper side of the filler neck that is supposed to be a vent.  Maybe someone smoothed it out or the rubber on the cap maybe too tight.

Pulled one of my wheels and no DOT. I did find my receipt it was dated March 3 1984.

Years ago, I took my original radiator in for a recore.  When I got it home, they had soldered the filler neck 180' out like the one on your radiator. Took it back to the shop and they desoldered and clocked in the correct position and resolders while I waited.

Pump is a vain pump and I would think failure would be rare. Could be a problem with relief valve, Pressure valve. or the Power Steering Control Valve. Good luck.

If all is good with Jeffs replay #1. I would check the continuity of both steering wheels. From the slip ring to the terminals of the horn with the wheel removed.

I installed a Ram 88883 clutch kit for my 428.

Two years ago, I sand blasted my air cleaner lid and painted with the VHT paint. I did this in the sun on a day that was around 100'. Could not be happier with the results.
