These are a cougar 68 part number. the ones that Ive seen on early cars were S7MS numbers and were basically cut off version of the C5ZZ GT bezels. what am I missing?

Both styles were used on early 67.

If both were used there must be an earlier part number for the cougar version like C7WY prefix

For Cougars, They were only on the 1968 XR-7G (Dan Gurney Special) models. They didn't have them on any 1967 Cougar.
