Hi Shawn,

I think they are all going to have some rust. IIRC, they were bare from the factory. Your best bet is just light surface rust and no pitting.

I have 2 sets of California rust free sets, (a little dirty, but definitely not rusted) they don't have the bolt-on stop brackets with them though. PM me if you are interested in them. $50.00 plus whatever shipping is with washers, grommets and original mounting hardware nuts and bolts. I'll sell only 1 set.
