I am familiar with what is typically included in the "Competition Handling Package" but I am hoping someone can help with describing what is included in the "Improved Handling Package"? Is there a different front sway bar and if so which one. Different front and rear springs etc.
Typically relates to 67/68 Mustang. I am doing some Shelby related research.

"Improved Handling Package" in a Mustang was this not just another name for the GT handling Package or lets say a sentence used for changes in the suspension?

Parts included in that option are called out in the Master Parts Catalog as included in the specific option consequently not just a sentence describing a change in suspension.
I think I found some of my answers in that the improved handling package included different front sway bar ,front coil springs and rear leaf springs. As it had to do with the Shelby research I was doing The Improved handling package used a 13/16 front sway bar. Different from the 15/16 competition sway bar specified for 67/68 Shelby's. The contoured shape of the 15/16 sway bar is different from the 13/16 sway bar . The end link kit for the 13/16 sway bar is the same as regular Mustang. A longer end link spacer tube and bolt is only used for the different contoured competition suspension 15/16 sway bar. It was brought to my attention that a 67 Shelby owner claimed the rear leaf spring marked C7ZA 5560-AT was original to his car which differed from what I and others have observed. The AT marked leaf spring is only associated with the improved handling package option in the Master Parts Catalog and not the competition handling package which is specified for the Shelby's. AM, AR, are the typical used marked leafs on Shelby's. AG,AL,AJ,and AN are also listed for competition handling packages but rarely if ever seen on a Shelby. Given that the front sway bar and rear leaf springs are different in the improved handling package compared to the competition handling package specified for 67 and 68 Shelby's I can conclude that If a 67/68 Shelby's had a leaf spring other than listed as competition handling package (which all 67 and 68 Shelby's were specified with) than it is most likely ether a factory mistake or has been replaced.
