Title: parking brake brackets

I'm pretty sure these brackets for the parking brake cables are supposed to be phosphate and oil but I wanted to make sure/ or are they supposed to be plated?

If you phosphate them to be more maintenance friendly,do them lightly which is zinc phosphate and only cooked for a shorter time just enough to get some phosphate grit to stick. That is what holds the oil. Not the dark manganese phosphate.
