Is this the correct color for the strut rod washer on a 1969 Shelby GT 500

It depends, do you have a small or large type suspension?

Is there color palette to use, light blue, medium blue? Paint or powder coat?

I've seen/found them a couple of "related" colors. The ones I've seen most often on unrestored cars is more medium to slightly lighter strong blue while a teal color shows up also but I may be remembering 70 washers

Also paint. No US auto maker was using power coating on the cars at that time. Also powder coating will coat them too thick producing a "dipped in plastic" look

Here is an example of the blue from a late April Dearborn built 69 with big suspension. Color in the picture on my screen is fairly close to it in person.
