Title: C9AF 9510 N metering block question

Hi.
Someone offer me a 5671 metering block for my C9AF 9510 N carb
From my research and as far as I know, a 5671 block is not power valve equiped AND we cant installed one. They have no hole. "Plug"
So the 5671 block he is offering has hole and tread for PV.
Also it has a number 4609 under 5671.
What is this meen ? It is not usual  on Ford carb...
Can anybody clarify ?

4609 is the number stamped on the meter blocks of C9AF-U service replacement carburetors...
