What is the correct finish? Painted over? Thanks.

Typically for 67 it was not reused and transferred to the aluminum intake. A unpainted fresh one was typically used.  With that said the not so typical is one that is reused and consequently has paint overspray on it.

Zinc, or zinc dichromate (silver or gold)?

There is evidence for ether with the zinc dichromate being more common.
