Title: 1968 Tiltaway Mounting

Does anyone have a photo or a diagram showing how the vacuum actuator/bracket/solenoid attach to the underside of the dash? The assembly manual shows the single-bolt mounting tab attaching to "something", just not sure what that is.

Single 5/16" washerless bolt, typically no head marking clear zinc, serrated wizz nut on back side. Make sure good and snug, it grounds through there

Tim's explanation is correct. The hole is existing and present on cars that do not have tilt away. Like Tim says - make sure the surfaces are clean and free from paint because it needs to make an electrical ground there.
