May I get some help on ID'ing the date on this carb please. It was on 6S2166, and removed when the car was converted to primarily a track car. 0689, does that indicate that irt was made in June 1989?

Actually the date code is:
68th day of the year 1979, 1989,1999,etc...
+1 1960s assembly line and service part assemblies had three digit date codes in the form year/month/week. Later service units, even through a Ford dealer, used a Julian Date code in the form day/year.
(If you have a 1950s or 1960s Ford with an assembly line mechanical fuel pump made by Holley Carburetor Company®, the original pump would have been dated in the same year/month/week format as the carburetors. That includes the original fuel pumps for Cobras CSX2001 through CSX2125.)
Thank you so this is likely a service unit from 1969 I would think? Thank you again.

I'd say 1979, because like Dan Said, 1960's service parts date codes are the 3-digit year/month/week. Later service units into the 70's and beyond were of the 4-digit Julian date codes.
Hope this helps.
+1 '79 because of the change in coding. '69 coding would be 932 . '69 , 3rd month , 2nd week.
Thank you VERY much.
