This should be the 3 Dog car, but, when back when David Tom had it.

dave tom never owned the 3 dog car  / that link is not ross M car
Are both cars claiming to be the #98 Cougar TA? I was under the impression from David Tom, that his #98 was legit. I have met with him a couple of times at shows. His car has a unique placement of the roll bar, from the other Bud Moore cars.

I think that's St Louis...Fairlane most likely or a station wagon
Yes, Z for St Louis. I could only come up with Marquis for 1968?

I'll WAG a 1968 Mercury full sized car.

1969 headrest is what you have, seat upholstery does not look factory anything.

Terry, most of the 1968 Mercury Cougars with C4 transmission, have specific tail housings for a vibration dampener. Looks like this.
#219
Yup, Scott Drake makes them.

Top to bottom:
1969 Mustang or Cougar without A/C.
1970 Mustang or Cougar without A/C.
1969 Mustang only with A/C, 1969-70 Cougars did not have the warning lights in that location.

Those tail light cups were also used on 1968 California Specials.

Congratulations on the acquisition, look forward to the detailed reveal.

My California Special also came from Mel Burns Ford.

I know this one.

Ford called this part a "Cap - quarter trim panel upper". All 1967-68 Mercury Cougar and also used on 1968 Ford Mustang coupe with deluxe interior or with body code 65B.

The bulbs, are they from a car originally sold in Minnesota or Wisconsin?
